A Bill Regarding the Establishment of a Club Association

Whereas as the Student Government Association (SGA), per the Preamble of the

Constitution, is established “to strengthen student unity, represent student

interests, and provide a forum for the exchange of ideas.”

2. Whereas student organizations form a critical component of the campus

community, by providing activities, services, events, and other opportunities for

students.

3. Whereas the SGA sponsors a significant number of student organizations

(hereinafter known as SGA-sponsored student groups), which operate under the

jurisdiction of SGA policy, and do so with funding from the Student Activities

Commission (SAC).

4. Whereas there does not exist an organization that is exclusively dedicated to

representing the interests of SGA-sponsored student groups.

5. Whereas it is in the interest of the SGA to engage students through student

groups.

6. Therefore, be it resolved that the SGA shall establish an autonomous Club

Association, which shall: a) represent the interests of SGA-sponsored student

groups; and b) facilitate discourse between the SGA, SGA-sponsored student

groups, and students pertaining to relevant SGA policy.

7. Therefore, be it resolved that the SGA Senate shall approve a governing Charter

of the Club Association, such that:

a. membership in the Club Association is automatically extended to all SGA-

b. the Club Association is managed by an Executive Board, composed of:

sponsored (i.e. SGA-recognized) student groups.

b. the Club Association is required to implement at least three general

persons appointed by the SGA Executive Treasurer.

ii. three (3) Seats assigned to member organizations of the Club

Association, which shall be granted to persons annually elected by

a plurality of member organizations of the Club Association.

iii. one Chairperson, chosen by the Executive Board from among its

membership.

member organizations of the Club Association; 2) the SGA; 3) the SAC;

and 4) any persons granted an invitation by the Club Association

Executive Board.

2. Therefore, be it resolved that the SGA Senate shall provide an annual budget for

the Club Association, in consideration of the recommendations of the Club

Association Executive Board, and with any stipulations it deems appropriate.

3. Therefore, be it resolved that the SGA Senate may provide additional funding for

the Club Association, in consideration of the recommendations of the Club

Association Executive Board, and with any stipulations it deems appropriate.

4. Therefore, be it resolved that the SGA Senate shall recognize an external Club

Association Charter Committee (CACC), which shall be chaired by a Senator

appointed by the SGA Executive Board, and composed of: 1) any willing

members of the SGA Senate or Executive Board; and 2) any undergraduates with

the permission of the SGA Executive Board or the CACC.

5. Therefore, be it resolved that the CACC shall be tasked with the development of

the aforementioned Charter of the Club Association, and shall present its Charter

to the SGA Senate on or before April 21, 2015.
