The Committee Efficiency and Productivity Act
S.R.-1

  1. WHEREAS the Campus Affairs Committee has recently expanded its jurisdiction and expertise into areas of student life ranging from online student services to long term advocacy of campus infrastructure and improvement projects.
  2. WHEREAS the Campus Affairs Committee has been given an overly-broad mandate which includes “reduc[ing] the cost of living for students,” “undertak[ing] projects which make students’ lives easier,” “addressing campus issues,” and “organizing certain SGA funded initiatives.”
  3. WHEREAS this mandate has effectively rendered Campus Affairs a “catch-all” committee, and often overburdened it with multiple projects.
  4. WHEREAS the Student Involvement Committee has been tasked with organizing student group outreach events, as well as helping student groups advertise and recruit new members, in conjunction with the Office of Student Activities.
  5. WHEREAS the Student Involvement Committee’s more narrowly focused mandate has led to its resources and its members’ abilities being underutilized.
  6. WHEREAS the SGA recognizes the need to rebalance the committee structure in such a way that will make both the Campus Affairs and Student Involvement Committees function more efficiently, and allow them to focus on new priorities and initiatives such as safety, transportation, student services, sustainability programs, and incentive grants.
  7. WHEREAS pursuant to Section I(A)(e) of the SGA Bylaws, members of the SGA Senate may only serve as a full, voting member on one committee.
  8. WHEREAS this prohibition limits the ability of the SGA to allocate its members’ time and talents most effectively.
  9. THEREFORE, BE IT RESOLVED that the Campus Affairs Committee be dissolved and replaced with the Student Services Committee.
  10. THEREFORE, BE IT FURTHER RESOLVED that the Student Services Committee would be tasked with improving  services currently available to Hopkins students, creating SGA-sponsored services to fill needs that the administration cannot or will not provide, and working with students, student groups, and private businesses to further these goals.
  11. THEREFORE, BE IT FURTHER RESOLVED that the Student Involvement Committee be dissolved and replaced with the Campus Safety and Development Committee.
  12. THEREFORE BE IT FURTHER RESOLVED that the Campus Safety and Development Committee would be tasked with proposing and advocating for new initiatives which would improve the health, safety, or general well-being of Hopkins students, and when possible, incentivizing students to solve campus problems themselves.
  13. THEREFORE, BE IT FURTHER RESOLVED that each member of the SGA Senate must serve on at least one committee, but may also be allowed to serve as a full, voting member of no more than two committees, at the discretion of the Executive Vice-President.
  14. THEREFORE, BE IT FURTHER RESOLVED that this resolution and the attached bylaw amendments be put into effect immediately for the 2011-2012 academic year.
